The Herengracht canal was created in 1612 on the initiative of Mayor Frans Hendricksz Oetgens. Initially, it was a fortified moat (dug in 1585) behind the Singel. The canal ran parallel to the moat outside the city wall within the city wall. It was named the Herengracht after the city's ruling lords. Anthony Oetgens van Waveren built on the plot of Herengracht 247 in 1648. He was the son of Frans Hendricksz Oetgens. Anthony Oetgens van Waveren (1585–1658) was a knight and lord of Waveren, Botshol and Ruyge Wilnis. He was also a lieutenant of the militia and mayor of Amsterdam. He was elected to Parliament in 1637 and 1655, and to the Council of the Amsterdam Admiralty in 1652. In 1652 and 1653, he represented the Dutch Republic at the court of Christian IV, King of Denmark and Norway. In 1653, he mediated between Sweden and Poland, contributing to the peace treaty between Queen Christina of Sweden and King Johan II Casimir of Poland.
