In that case you can do the application online. The purpose of the housing permit (HVV) is for the municipality to screen new tenants on records of criminal behaviour. In the event of not receiving the housing permit, it won't be possible to move in and your rental agreement will be non-applicable (in case it is already signed). Please note that a refund of any made payments isn't possible if this is the case, referring to the applicable cancellation policy.
